What is the statute of limitation for denying a license?

I was denied a medical license by the college of physicians and surgeons of Newfoundland. The college didnt provide any reason for such denial. They said, if I wanted the details I will have to pay $150 to get them.

I am planning to file a lawsuit against the college. What is the statute of limitation for such an action. Their decision was less than a week ago. They didnt advise me of any administrative appeal process.
